Method

Sift flour, salt and baking powder together,then add sugar.
Rub in butter and mix to a soft dough with milk.
Place in a greased basin.
SYRUP: Dissolve sugar and syrup in water. Pour over dough.
Do not cover basin. Steam for 45 minutes.
Place basin in a pot of water and simmer with the pot lid half over the basin.
